Markets Reflect Currency and Commodity Moves

Dollar Edges Up as Currency Pairs Diverge

Monday's modest advance brought the US Dollar Index towards 102.00. Germany's Ifo survey beat forecasts, yet EUR/USD still fell to its lowest level since October 15 on Monday; by early Asian trading on Tuesday, the decline had extended to around 1.1170. Following a 0.26% drop to 0.7016 on Monday, AUD/USD firmed to around 0.7025 on Tuesday. USD/CAD reached around 1.4020 on Tuesday as it gained for a second successive day. Its rebound on Monday had brought a seven-day decline to an end, taking it away from a six-week low.

Gold Retains $4,000 Despite Selling Pressure

Monday's 0.6% rise restored gold to levels above $4,000, after the metal had closed the preceding week below that mark. During Asian trading on Tuesday, a firmer US dollar prompted fresh selling and disrupted the recovery, although gold stayed above $4,000.

Energy Prices Respond to Diplomacy & Geopolitical Risks

WTI Regains $101 While Shipping Attacks Persist After Tehran Discussions

Around $100.10 during Tuesday's Asian hours, WTI was initially on course for a second successive daily loss amid renewed diplomatic efforts in the Middle East. It subsequently rebounded above $101 per barrel that day. Vessels trying to pass through the Strait of Hormuz continued to come under attack.

High-level talks in Tehran produced an agreement on Monday among Iran, Saudi Arabia, Pakistan and Turkey to maintain security discussions and bolster regional cooperation, according to Islamic Republic of Iran Broadcasting. The Saudi foreign minister likewise portrayed the meeting as an attempt to defuse tensions.

Reuters reported that, according to the Saudi-led coalition on Tuesday, air defences had intercepted and destroyed four Houthi drones bound for southern Saudi Arabia. In a separate claim, the Houthis said they had attacked pumping stations on the country's east-west pipeline and Riyadh airport over the weekend. A Tuesday attack was followed by a fire near Ras Tanura, Saudi Arabia's largest Persian Gulf export terminal, Commerzbank's Carsten Fritsch said, though the precise cause was not yet clear.

Drawing on Washington Institute for Near East Policy data, Fritsch reported 28 confirmed and reported incidents involving Iranian attacks on vessels in the Strait of Hormuz and surrounding waterways since the beginning of October. Since the outbreak of war nearly eight months earlier, the tally was 113. Separately, a senior US military official said US armed forces had helped more than 1.5 billion barrels of oil pass through the strait since the summer.

According to Fritsch, Brent's rise to $117.45 per barrel on Friday marked its highest price in nearly six months. The benchmark also registered its highest weekly closing level since June 2022.

Government Measures & Fiscal Plans Take Focus

Japan Stands Ready for Decisive Currency Measures, Katayama Says

Decisive steps in the foreign exchange market remained available to the government, Japanese Finance Minister Satsuki Katayama said on Tuesday, reiterating its readiness to act. She added that officials would follow currency movements with greater urgency, including at the time of her remarks.

A third consecutive day of gains followed for USD/JPY on Tuesday. The pair's Monday climb from just above 156.50 to just above 157.50 had recouped about half its October 22–23 fall, with trading ending close to the session high. That followed Friday's low of 156.08, a level last seen on September 18.

UK Budget Reporting Signals £20.4 Billion Increase in Public Investment

Investment through the National Wealth Fund and British Business Bank could rise by £20.4 billion under plans reported by the Financial Times and Times, according to Deutsche Bank economists Sanjay Raja and Maui Brennan. Outlays would be concentrated in the later years, from 2028/29. These were reported proposals for greater use of public financial institutions, known as PuFins, not a confirmed Budget announcement.

The scale of investment Chancellor Healey would deploy in the Autumn Budget appeared greater than Deutsche Bank had assumed, the bank said in response to the reports. Its earlier expectation had been for an £8 billion expansion, followed by an increase of the same size at next year's Spending Review. Around £20 billion in investment over five years featured in the Financial Times headlines.

The economists' projections incorporated slightly higher HMRC savings but still indicated nearly £10 billion more in annual cash borrowing in the later part of the Office for Budget Responsibility's forecast horizon. For 2030/31, they estimated a government gross financing requirement of just over £250 billion. Their application of OBR multipliers suggested the financial transactions could increase GDP by 0.5% by 2031/32.

In Tuesday's early European session, sterling stood at around $1.3335. A decline of about 0.22% to $1.3342 during Monday's trading had preceded a close just below $1.3350, its weakest level since the October 20 employment data. Sterling also rose against the euro on Tuesday, having shown little overall movement on Monday.

Regulatory Decisions Shape Digital Asset Plans

Ripple National Trust Bank Secures Final OCC Approval, CEO Announces

Final approval to charter Ripple National Trust Bank has been granted by the Office of the Comptroller of the Currency, according to Ripple CEO Brad Garlinghouse's announcement on X on Monday.

As a result, the federally supervised trust bank can oversee reserves for Ripple USD, or RLUSD, serve as collateral trustee for holders and widen its digital asset custody services. The issuer of RLUSD is Standard Custody & Trust Company. XRP changed hands at around $1.30 on Tuesday.

Hyperliquid Selects Payward for Planned Regulated US Perpetual Futures

The intended first CFTC-regulated deployer for Hyperliquid's HIP-3 markets is Payward, the parent of crypto exchange Kraken. Describing the plans in a post on X on Monday, Hyperliquid said Payward intended to build perpetual futures markets for US customers using its infrastructure. The arrangement still needs regulatory approval.

The proposal assigns market creation, ownership and administration, alongside clearing and settlement, to Bitnomial, Payward's CFTC-regulated designated contract market and derivatives clearing organisation. HIP-3 provides optional on-chain allowlists through which deployers can restrict participation and still exercise independent control over their markets.

Earlier proposals outlined by Payward envisaged bringing perpetual futures models to individual stocks by using Bitnomial's regulated exchange and clearing services.
