Customs duties charged on specific imported goods or product categories are known as tariffs. By giving domestic producers and manufacturers a price advantage over comparable imports, tariffs aim to strengthen their competitiveness. Together with trade barriers and import quotas, they are widely deployed as protectionist measures.
Both taxes and tariffs raise government revenue for public goods and services, but who pays and when differ. Importers pay tariffs in advance at the port of entry. Taxes, by contrast, are levied on individual taxpayers and businesses and paid at the point of purchase.
Economists are divided over the use of tariffs. One school considers them necessary to safeguard domestic industries and correct trade imbalances. The other views them as potentially damaging: over time, tariffs could push prices higher and encourage retaliatory duties, triggering a harmful trade war.
Ahead of the November 2024 presidential election, Donald Trump explicitly set out his intention to support the US economy and American producers through tariffs. Mexico, China and Canada together supplied 42% of total US imports in 2024. US Census Bureau figures show that Mexico led the exporters during that period, with $466.6 billion. These three countries are therefore the focus of Trump’s proposed tariffs. He also intends to use tariff revenue to reduce personal income taxes.
